摘要：梳理轨道交通工程各阶段发生的技术服务类项目，结合西安地铁建设实际，分析城市轨道交通工程技术服务类项目的投资管理模式及其难点，提出建设方要充分重视，依据法律法规规范投资管理，注意信息收集，提高市场放开程度、加速政策落地等建议，以规范城市轨道交通工程的投资管理。

Abstract：This paper combs the technical service projects that occurs in all stages of urban rail transit，analyzes the investment management models and its difficulties combining with the construction practice of Xi’an metro. Then，suggests that construction unit should attach great importance，normalize the investment management by laws and regulations，pay attention to information collection，widen market openness and accelerate the policy implementation，in order to regulate the investment management.
