摘要：分析保障性安居工程度PPP项目融资难点，对各类资金进行结构化设计，通过建立分级资金池、有序安排融资节奏、明确资本转换和退出机制，构建PPP项目融资模式；提出完善PPP项目的救济制度和补偿制度、推动金融机构进行放贷制度创新、深化地方财政预算等措施，为保障性安居工程PPP项目融资创造良好政策环境。

Abstract：This paper analyzes the financing difficulties of supportability affordable hassing projects，carries out structural design for the various capital，establishes the PPP financing model by establishing the classification capital pool，orderly arranging financing rhythm，confirming the capital conversion and exit mechanism. Then，puts forwards measures to improve the relief system and compensation system of PPP project，promote the innovation of loan system，deepen reform the local government financial budget system for the good policy environment of supportability affordable housing projects.
