摘要：结合工程设计咨询企业特点，界定工程设计咨询企业的服务能力的内涵，并分析其服务能力的基本构成，从基础资源、组织学习能力、知识整合应用与创新能力、项目管理能力、服务业务、服务质量六个方面，构建服务能力评价指标体系，为客观全面评价工程设计咨询企业服务能力提供理论依据。

Abstract：Combining the characteristics of the engineering design consultant enterprises，the paper defines connotation of the service capability of the engineering design consultant enterprises and analyzes the basic composition. Then，builds the evaluation system of the service capability of the engineering design consultant enterprises from six aspects of basic resources，organization learning ability，knowledge integration application and innovation ability，project management ability，service business and service quality，provides theoretic reference for objective and comprehensive evaluation on the service capability of the engineering design consultant enterprises.
