摘要：首先，通过对规范性文件的相关条款进行分析，得出当发包人拖延支付进度款时，承包人有权暂停施工和解除合同。其次，对这两种情况下承包人可索赔的利润进行分类：当暂停施工导致工期延误时，承包人可向发包人索赔机会利润；当暂停施工但无工期延误时，承包人可向发包人索赔新增利润；当合同解除时承包人可向发包人索赔预期利润。最后，分别给出这三种利润的计算方法，包括计算基数和利润率的

确定。

Abstract：Firstly，the paper proves the rights of suspension of construction and rescission of contract by analyzing related clauses of documents. Then，classifies the profits which contractor can claim into three kinds under these two situations，including opportunity profit when suspension of construction lead to delay，new profit when suspension of construction lead to non-delay，expectation profit when rescission of a contract. Finally，gives calculation methods of claim profit respectively，including determination of the base of calculation and the rate of profit.
