[摘　要]　工程项目建设有很多的参与者和竞争者，各自有不同的优势和目标，使利益角逐日趋激烈。大量的参与者、不同的利益目标和激烈的竞争形成了博弈的基础。分别对招投标双方进行目标和策略分析，分析主体双方博弈对工程造价的影响，从而指导业主方选择最佳策略，做好造价管理。

Abstract: There are lots of participants and competitors in engineering project construction, and they have different advantages and targets, which makes interests competition increasingly fierce. Lots of participants, different interests target and fierce competition form the basis of the game. This paper analyses the target and the strategy for both sides of tendering and bidding, as well as the influence of the game between main parties on project cost, so as to guide the owner to choose the best strategy for cost management.
