[摘　要]　分析企业定额在招投标市场遇到的问题、施工企业对企业定额的认识和态度以及现行“计价定额”的利与弊，指出要提高施工企业管理水平，增强在国内、国际市场的竞争力，就必须进行定额管理改革。

Abstract: The paper analyzes the problems of enterprise quota in construction bidding market, and the attitude of construction enterprises to it. Based on the advantages and disadvantages of fixed pricing quota, the paper points out the necessity of reforming and creating quota management system, in order to improve construction enterprises management level and enhance the domestic and international competition.
