[摘　要]　公共投资建设项目与公众利益联系紧密，不仅应注重其经济效益更应注重其社会效益。公众往往出于个人利益的考虑，普遍具有渴望参与公共投资建设项目决策的需求。但是公众的参与行为影响着公共投资建设项目决策效能。按公众以个人形式和以团体、组织形式的参与方式为划分角度，对公众参与公共投资建设项目决策过程中影响决策效能的因素作出分析，提出了“在公共投资建设项目决策过程中，应该寻求一种适度规模的团体或组织形式的组织化、制度化的公众有序参与”的观点。

Abstract: Due to the close connection with the public interest, the public projects must put the accent on not only economic benefits but also social benefits. Out of consideration for personal interest, the public generally have an intense desire for participant decision-making of the public projects, but the public involvement affects decision-making efficiency in pubic projects. This paper categorizes public as individual, group （or organization） according to its participation mode, to analyze the factors that affect the efficiency in the process of public involved decision-making in public projects. It proposes the point that in the decision-making process of the public participation in public projects, a moderate scale of groups or organizations should be seeked to participate orderly.
