[摘　要]　根据我国有关法律法规和相关规范的规定，对工程建设项目中的建设、监理与施工三方工程责任进行汇总、提炼，借助风险管理中的AHP方法对三元结构下的工程责任体系进行评价，分析其中存在的问题，提出针对性的解决措施。

Abstract: According to China's relevant laws and regulations, collects and extracts the responsibility system of owner, supervision company and construction company, evaluates the responsibility system under ternary structure by the method of AHP in risk management, analyses the existing problems and puts forward specific measures.
