[摘　要]　审视我国国有经营性土地出让中的地方政府失范行为，并对其进行成因分析，探讨地方政府行为规范化的途径，为国家制定土地政策、完善土地出让制度提供有益的借鉴。

Abstract: The paper surveys the anomie of local government behavior in the national commercial land transferring, and analyzes the causes. At the same time, the paper explores the standardization approach of local government behavior to provide helpful reference for constituting land policies and improving the land transfer system.
