摘要：通过文献梳理结合EPC项目实务，界定合并招标标准、不需要招标标准、总包方分包招标标准、EPC项目邀请招标标准等。通过对调研的EPC项目招投标过程的突出问题进行剖析，给出完善EPC项目发包招标标准的建议，为承发包双方规范招投标工作提供决策参考。

Abstract：Through literature combing and EPC project practice，defines the research contents such as consolidated bidding standard，no bidding standard，general contractor subcontract bidding standard，EPC project invitation bidding standard，etc. Through the analysis of the outstanding problems in the bidding process of the EPC project，gives suggestions to improve the bidding standards of EPC project，which provides the decision-making basis for the contracting parties to standardize the bidding work，and also provides reference for the national audit supervision.
