摘要：提出以设计主导的全过程工程咨询集成化管理模式，分析我国全过程工程咨询管理实施办法，运用集成化管理模式，实现目标集成、组织集成、过程集成，进而构建基于设计为主导的全过程工程咨询集成化管理模式，并提出该模式实施的各项保障措施，以期推进全过程工程咨询的发展。

Abstract：This paper puts forward the integrated management mode of the whole process engineering consulting with the design-oriented，and analyzes the implementation methods of the whole process engineering consulting management in China with the design-oriented. Uses the integrated management mode to realize the goal integration，organization integration and process integration. Then，constructs the integrated management mode of the whole process engineering consulting with the design-oriented，and puts forward the various guaranteed measures for the implementation of this mode. Hopes to be helpful to further promote the development of the whole process engineering consulting industry.
