摘要：以南宁那考河流域治理PPP项目为研究对象，阐述PPP模式的选择及机制设计，包括采购模式、交易结构、社会资本及绩效评价；然后分析流域治理PPP项目普遍存在的多头管理协调困难、考核评价体系缺失等制约因素，提出加强顶层设计，统一规划、构建全生命周期的项目评价体系等措施，以期对国内其他水环境流域治理项目有所借鉴。

Abstract：Taking the PPP project of Nanning River Basin as the research object，the paper explains the choice of PPP model and the mechanism design，including procurement model，trading structure，social capital，performance evaluation，and then analyzes the restraining factor of multiple management lead to coordination difficulties，lack of evaluation system，etc. Then，proposes to strengthen the top-level design and unify planning，construct the project evaluation system of whole life cycle and other measures，so as to provide the reference for domestic river basin water environment management project.
