摘要：针对引起工程变更的主要原因，提出优选设计和工程造价咨询单位，有效依托设计单位做好施工图设计、依托造价咨询单位做好招标清单编制工作的措施，以实现从源头上控制工程变更。

Abstract：In view of the main causes of engineering change，this paper puts forward the control measures，such as optimizing the design and engineering cost consulting unit，relying on the design unit to design construction plans well，relying on cost consulting unit to prepare the bidding list well，in order to achieve the control from the source of project change.
