摘要：BOT模式下，引水管道工程投资事关投融资双方共同利益。分析BOT模式下引水管道工程投资控制存在的问题，并就全过程、全方位的工程建设管理方面提出控制措施，为BOT项目工程建设提供参考。

Abstract：Under the BOT model，the investment of water pipeline project is closely to the common interest of investment and financing both sides. The paper analyzes the problems of investment control in water pipeline project under BOT model，proposes some effective measures through the whole project construction and management process，in order to provide reference for project construction in the future.
