摘要：随着城市综合管廊建设的全面推动，单纯依靠政府投资的模式显然难以为继，资金问题成为阻碍其大规模发展的瓶颈。通过对比国内外综合管廊投融资情况，结合综合管廊的经济属性和国内相关政策环境，设计出管线单位参与投资、政府与社会资本联合投资、社会资本投资和政府补贴三种投融资模式，并提出相应的保障措施，以供城市综合管廊建设参考。

Abstract：As urban utility tunnel being promoted roundly in China，relying on government investment is clearly unsustainable，and funding problems become the bottleneck for the large scale development. By comparing investment and financing situation of utility tunnel at home and abroad，and combined with economic attribute of utility tunnel and related domestic policy environment，this paper designs three kinds of investment and financing mode for utility tunnel construction，and puts forward the corresponding safeguard measures to promote development of utility tunnel in our country.
