摘要：目前我国建设项目行政审批制度存在相互推卸责任、效率低下的问题，严重影响我国建设市场的发展。阐述建设项目行政审批优化必要性，分析现行建设行政审批制度现状，从行政审批程序、运行机制等方面提出建设项目行政审批制度的优化设计建议。

Abstract：At present，there are many problems in the administrative examination and approval system of construction project in China，which seriously affect the development of China's construction market. Firstly，this paper elaborates the necessity of the optimization of the administrative examination and approval system of the construction project，then analyzes the current status of the administrative examination and approval system，puts forward the suggestion from optimizing the administrative examination and approval system of construction project from the examination and approval procedures，operating mechanism，etc.
