摘要：从村镇标准自身、标准实施主体、村镇自身条件以及政府监管和推动四个方面入手，通过问卷调查收集数据，构建村镇建设标准实施绩效结构方程模型并进行实证分析，全方位研究村镇建设标准实施过程中的作用机理。最后从政府监管和推动、标准实施主体、标准自身和村镇条件方面提出建议。

Abstract：From the four aspects of the village and town standards’ contents，implementation body，the village and town conditions，and government’s regulation and promotion，the paper builds the structural equation model of village and town construction standard implementation performance by questionnaire，and carries on the empirical analysis，researches the mechanism of the implementation of the standards for the construction of villages and towns. Finally，gives some advise on government’s regulation and promotion，implementing body，the village and town standards’ contents，and the village and town conditions.
