摘要：基于公众参与阶梯理论，结合投资建设工程项目全寿命周期理论，研究在PPP项目的立项决策阶段、设计阶段、施工阶段、竣工验收阶段和运营反馈阶段的公众参与主体、参与方式、参与深度和参与内容，为完善我国PPP项目公众参与体系提供理论参考。

Abstract：Based on the ladder theory of public participation，combined with engineering construction project life cycle theory，the paper researches the subjects，methods，depth，and content of public participation in the project decision-making stage，design stage，construction stage，completion acceptance stage and operation feedback stage of the PPP project，in order to provide reference for improving the public participation of PPP project in China.
