摘要：阐释工程建设项目暂估价招标管理工作思路与内容，包括各参建单位职责分工、工作制度、招标计划编制、中介咨询机构委托以及招标工作推进要点等，为工程人员开展暂估价招标管理工作提供帮助。

Abstract：The paper elaborates the work thoughts and contents of tender management for provisional estimate，including the responsibility division，working system，bidding plan formulating，authorization of bidding agency and key points of working process for all participating units，in order to provide reference for engineers to carry out the tender management.
