摘要：国际工程项目变更索赔是国际工程履约和实现项目扭亏的关键合同管理工作。以巴基斯坦N水电站工程导流洞单项工程为典型案例，全面系统分析导流洞变更的全过程以及变更索赔的处理思路和方法，通过重视基础资料收集、突破合同条款、扩展思维方式、集思广益等措施项目取得良好的效果，为国际工程项目的变更索赔提供参考和借鉴。

Abstract：Variation & claim of international engineering project are the key work in contract management of project performance and achieving project losses. This paper analyzes the whole process and processing methods of variation & claimof diversion tunnel of N hydropower project in Pakistan which is a tipical case comprehencively and systematically. Through paying attention to the basic data collection，breaking the contract terms，extending mode of thinking and other measures，the project achieves good results，in order to provide reference for the change claim of international engineering project.
