摘要：基于业主角度，分析建设项目结算审核中存在的合同、变更签证及其它方面的具体问题，从严格合同签订、规范签证审核和提高造价人员能力素质等方面提出完善建议，为其它工程项目加强造价控制提供借鉴。

Abstract：Based on the owner’s perspective，the paper analyzes the specific problems of the settlement audit about the contract，change and visa，and other aspects，then puts forward the suggestions from strictly signing contract，standardizing the visa review and improving the quality of personnel capacity，etc，in order to provide reference for other construction projects in strengthening the cost control.
