[摘　要]　首先对农村住房制度做出四个基本判断，并认为农村住房管理存在三个核心问题——村庄规划和拆村并点问题、农房确权问题以及宅基地农房流转问题，同时对有关经验作了总结。最后，提出了建设系统针对农房建设的方针。

Abstract: This paper first draws four pieces of judgements and regards that there exist three core questions in the house management in rural areas: village programming and dismantlement, right acknowledgement of farming house and ownership change of farming house. At the same time it summarizes some experiences and designs work techniques of construction system in farming house management.
