[摘　要]　针对最低价中标带来的恶性竞争、质量和安全问题、拖欠纠纷、低价中标高价结算、企业短期行为等不良后果，提出了完善项目法人责任制、合理选用评标办法，做好项目前期工作、把好投标者资格审查关，以及编制企业定额、合理界定成本价等对策。

Abstract: Aiming at the ill consequences including vicious competition, quality and safety problems,default disputes, winning a bid at a low price and clearing at a high price,enterprise short-term behaviors, proposes countermeasures including perfecting the project legal person responsibility system, selecting bid evaluation methods reasonably; going through with earlier stage works well, guarding a pass of bidder qualifications; eastablishing enterprise quotas, defining cost price reasonably.
