摘要：针对天津市2004～2013年公共基础设施系统，建立公共基础设施社会效益评价体系，并采用主成分法分析其社会效益，明确天津市基础设施社会效益的提升路径，进而从加大公共基础设施投入力度、加强公共基础设施运营与管理、优化公共基础设施投资结构角度提出提升对策。

Abstract：In view of Tianjin public infrastructure system from 2004～2013，the paper establishes the social benefit evaluation system of public infrastructure，uses the principal component to analyze the social benefits of public infrastructure system，clears the improving path of the social benefits of the public infrastructure. Then，puts forward the promotion countermeasure，such as increasing the investment intensity of public infrastructure，strengthening the public infrastructure operation and management，and optimizing the investment structure of public infrastructure.
