摘要：对智慧产业的内涵进行介绍，分析智慧产业发展的重要意义。以合肥高新区智慧产业发展为例，分析发展过程中暴露出来的基础设施不完善、管理方式粗放、产业集聚程度不高等亟待解决的问题，在此基础上论证合肥高新区全国首创的“智慧城市发展商PPP模式”如何推动智慧产业发展，并提出发展路径。

Abstract：This paper introduces the connotation of intelligent industry，analyses the importance of its development. Taking the development of intelligent industry in Hefei high-tech zone as example，analyzes the existing urgent problems in the developing process such as poor infrastructure，rough management mode，low degree of industrial agglomeration and so on. On the basis，proves how the “PPP developer model of smart city” pioneered by Hefei high-tech zone promotes the development of the intelligent industry，and proposes the developing path.
