摘要：在对青岛市新就业人员住房现状调查和大量相关数据分析的基础上，以改善新就业人员住房环境为出发点，以实际收入水平和市场租金价格为导向，分析新就业人员在同时满足健康居住标准和基本生活支出前提下的住房支付能力，得出该类人群的公共租赁住房需求特点和保障住房收入标准线。最后，在新就业人员保障住房准入标准的设定和公共租赁房规划建设选址、户型和周边配套方面提出调整建议。

Abstract：Based on the investigation of the current housing condition of the new employed workers in Qingdao city and the analysis of a large number of relevant data，taking improving the housing environment for new workers as the starting point，actual income level and rental price in housing market as the orientation，this paper analyzes the housing payment capacity of new employed workers when they can meet both the healthy living standard and basic living expenses，gets the characteristics of public rental housing demand of and the income standard line of security housing. Finally，proposes some adjustment suggestions on setting the security housing admission standard for the new employed workers in Qingdao city and for public rental housing planning and construction from the location，size and surrounding facilities aspects.
