摘要：概述交通拥堵治理的必要性，以株洲市为例分析交通拥堵治理现状问题及成因，提出交通拥堵治理工程解决思路及对策，以应对城市交通发展，为有关城市管理和交通管理部门决策提供参考。

Abstract：First，the paper summarizes the necessity of traffic jams management. Then，analyzes the current situation and causes of traffic jams management of Zhuzhou. Finally，puts forward the solution thinking of traffic jams management and the countermeasures，in order to deal with the development of urban traffic.
