摘要：分析项目负责制下的业主职能，以常州工学院新校区建设项目为例，阐述业主的四大核心职能：合同分标策划与界面管理、组织集成与交流、投资控制和绿色安全管理，并结合新校区分析项目管理实践。

Abstract：This paper analyzes the owner function under the project responsibility system，then taking the new campus construction project of Changzhou Institute of Technology as an example，introduces the four core functions of owner，which are contract planning and interface management，organizational integration and communication，investment control，green safety management，and combined with the new campus，analyzes the project management practice.
