摘要：首先分析三种适用于我国的地下综合管廊的投融资模式，然后建立VFM评价模型，论述VFM定性评价和定量评价过程；VFM评价结论用以判断在地下综合管廊项目中能否采用PPP模式。最后以实际案例进行VFM评价，并对VFM评价结果进行分析。研究成果能够为地下综合管廊投融资模式选择提供借鉴。

Abstract：Firstly，the paper analyzes three kinds of investment and financing mode which are suitable for underground utility tunnel in China. Then，establishes VFM evaluation model and expounds the process of VFM qualitative evaluation and quantitative evaluation. And uses the VFM evaluation results to determine whether the PPP model can be used in the underground utility tunnel project. Finally，conducts the VFM evaluation on actual cases and analyzes the VFM evaluation results. The research results can provide reference for the selection of the investment and financing mode of the underground utility tunnel.
