摘要：对国内外典型国家或城市的土地整理储备项目监管机制及特点进行剖析，总结其经验，为我国城市建立更加科学、高效的土地整理储备监管制度提供理论依据。在此基础上，进一步分析城市土地整理储备项目监管模式创新的驱动因素，并从监管类型、监管强度、监管主体与客体、监管方式等四个方面研判我国城市土地整理储备项目监管的发展趋势，探讨监管主体、监管客体、监管机制与监管平台的创新路径，以期为我国城市土地整理储备项目监管模式的完善提供理论与实践指导。

Abstract：This paper analyzes the supervision mechanism and characteristics of the land reserve projects in the Germany and Shanghai，sums up the experience to provide valuable experience for China. Then，analyzes the driving factors of the innovation of the supervision mode of urban land reserve projects，and determines the development trend of the land reserve projects supervision from the supervision type，the supervision intensity，the intensity subject and object，the supervision mode. Last，explores the innovation path of the supervision subject，supervision object，supervision mechanism，supervision platform，in order to provide theoretical and practical guidance for the improvement of the supervision mode of urban land reserve projects in china.
