[摘　要]　项目建设是一项系统工程，工程造价管理应树立系统观，从过程统一性、动态性、有机联系性等方面把握工程造价管理工作。一是时间进度上的系统观，强调项目的全过程造价管理，注重项目建设各阶段造价管理目标的统一；二是逻辑空间上的系统观，系统把握项目规模、设计方案、工艺、物价、工期等影响工程造价的约束因素。

Abstract: Project constructing is a system engineering. On the view of system, the management of engineering cost should focus on its uniformity, dynamicity and association. Firstly, on the process schedule, we should pay attention the unified aim of engineering cost in the whole course of project constructing. Secondly, on the logic space, we should consider various factors systematically, such as the project scale, design scheme, technology, price and construction period etc.
