摘要：分析综合管廊项目融资存在的各方认识不足、收费定价政策缺失等问题，以某商务区为例，探讨PPP融资模式在地下综合管廊项目中的应用，包括运作方案、主要内容，构建政府与投资方的“共担风险、利益共赢”的合作模式，实现市政综合管廊的良性发展。

Abstract：Analyzes the problems in the project financing of the underground pipe gallery such as different understanding of the parties，lack of pricing policy and other issues. Then，taking a business district as an example，explores the application of PPP financing model in underground pipe gallery project，including the operation program，the main content，builds the “risks sharing and benefits win-win” cooperation model for the government and investors，in order to achieve benign development of underground pipe gallery.
