摘要：梳理中央及主管部门有关文件，回顾工程质量监督模式的演变，分析现行监督模式中“与项目联系过于紧密”这一特征，阐述监督模式转型发展的思路和具体举措，最后提出优化现有监督模式的建议。

Abstract：Sorting out the documents of the central and competent authorities，the paper reviews the inspection models over the past 30 years，analyzes the feature in the existing inspection model which is too closely linked to the project. Furthermore，expounds the thought and specific measures of the transformation and development of the inspection model，puts forward the optimization suggestion of optimizing the existing inspection model.
