摘要：从城市的经济、社会、民生、环境、交通发展状况五个方面，利用德尔菲法和层次分析法构建高速铁路对城市经济社会影响的综合评价指标体系；在此基础上对指标体系中各因素的权重进行测算并予确定。研究表明，高铁的开通对沿线城市产生了强大的经济效应和社会效应，大大推动了城市化进程，也促进了沿线城市的购物、就业、娱乐、居住“同城效应”；高铁对城市环境的影响不会太大，最宜成为资源节约型交通运输体系。

Abstract：From five aspects about the city’s economy，society，people’s livelihood，environment and transportation development situation，the paper utilizes the Delphi and AHP method to build a comprehensive evaluation index system of high-speed railway on city’s economic and social development. Based on the above analysis，calculates and determines the weight of each factor in the index system. The research shows that the opening of the high-speed rail has strong economic and social effects on the cities along the line，and greatly promotes the process of urbanization and the “urban cohesion” of the city’s shopping，employment，recreation. High-speed railway does not have large impact on the environment，which is most suitable to be resource-saving transportation system.
