摘要：通过对建筑应急管理法律法规进行梳理和对部分省市主管部门与企业的专题调研座谈，总结在应急机构设置、专项资金的投入与支出、应急预案的编制、应急培训与演练、应急物资与队伍建设及现场指挥权归属等存在的不足，剖析问题与原因，提出提高安全应急管理工作能力的建议。

Abstract：Through reviewing the laws and regulations of emergency management system，and carrying out research symposiums with partial provinces and cities，this paper summarizes the insufficient of emergency organization setting，the investment and expenditure of special fund，the preparation of emergency plans，emergency training and drills，emergency supplies and team building，the attribution of the scene command，etc. On the basis，this paper analyzes the problems and reasons，puts forward suggestions to improve the ability of safety emergency management.
