摘要：基于业主视角，分析施工阶段可能引起工程造价波动的风险因素，在此基础上，提出加强合同管理、严格控制工程变更、规范现场签证、控制决策速度、增强索赔和反索赔意识等措施，控制工程造价风险，以期为业主提高工程造价风险管理水平、实现项目投资目标提供参考。

Abstract：This paper analyzes risk factors which may cause project cost fluctuation in the construction stage from the owner's perspective. On this basis，proposes measures such as strengthening contract management，strictly controlling engineering change and standardizing site visa，controlling decision speed，as well as strengthening the consciousness of claims and counter claims to control project cost risk，which provide reference for owners to improve the level of project cost risk management and achieve project investment goals.
