摘要：从社会资本的角度，按照风险可能出现的时点，对其参与城市轨道交通PPP项目影响收益的32项因素进行PCA降维，通过主成分整合，形成市场开发、组织协调、施工过程、社会经济4类收益风险评价指标，建立城市轨道交通PPP项目收益风险评价指标体系；根据Shaply值原理计算各指标非可加测度的复合权重，并结合模糊评价理论，对某项目进行收益风险评价，通过评价结果对项目实践进行指导。

Abstract：This paper puts forward the 32 factors affecting earnings of urban rail transit PPP project according to possible point of the risk and from the perspective of social capital. Then，realizes the PCA dimension of 32 indexes in the set. By integrating and restructuring the 9 pincipal components，gets four main risk evaluation index such as market development，organization and coordination，construction process and social and economic. Then establishes the earnings risk evaluation index system of urban rail transit PPP project. According to the Shaply value principle，calculates additive measure composite weights. At last，combined with the fuzzy evaluation theory，carries out the risk assessment to a actual project，through the evaluation results to guide project practice.
