摘要：招标作为工程建设的一个重要环节，对工程建设及风险控制意义重大。根据海上风电场工程的特点，从招标范围、标段划分和招标计划等方面阐述其招标工作，并结合江苏响水近海风电场工程的实际招投标情况，分析风电场招标工作的难点，探讨对策。

Abstract：As an important part of project construction，bidding is of great significance for the project construction and risk control. According to the characteristics of offshore wind power projects，this paper interprets the bidding for offshore wind power projects from multiple aspects including scope，section division and plan. Combining with Jiangsu Xiangshui offshore wind power project，analyzes the difficulties of bidding and proposes the countermeasures.
