摘要：对招标控制价的作用、编制依据、编制原则、编制程序进行概述，针对目前我国公路工程招标过程中的招标文件编制、计价组价、招标控制价的设定、复核、审查等问题，提出审计介入招投标、采用BIM技术、落实投诉制度及加强人才培养力度等防范措施，以充分发挥招标控制价的作用，减少其不利影响。

Abstract：Briefly summarizes the function，compilation basis，preparation principle，preparation procedure of bidding control price，in view of the problems in the process of highway project bidding，such as the bidding document compilation，group price valuation，bidding control price setting，etc. Puts forward the corresponding prevention and control measures，such as audit to participate in bidding，the use of BIM technology，the implementation of complaint system and strengthening personnel training efforts and so on，in order to fully exert the role of tender control price，reduce the negative influence of tender price control of bidding.
