[摘　要]　简要阐述了技术标的合同地位及其与投标报价的关联性；分析了在建设工程施工投标时施工组织设计编制内容与质量对投标报价的影响及相应的对策。技术标编制工作者及投标组织者在具体的投标实践中应充分考虑施工组织设计对投标报价的影响。

Abstract: The article simply sets forth technical bid's status of contract and its association with bid price，analyses the influences of content and quality of the forming & designing of construction on bid price and and its corresponding countermeasures in construction bid.Personnels of preparing the technical bid and bidding organizers should pay close attention to the influences of the forming & designing of construction on bid price.
