[摘　要]　从交易成本理论出发，结合德尔菲法和帕累托原则，构建了建设项目公开招投标成本率模型、招标人成本率模型、投标人成本率模型，并以重庆市招投标市场为例进行了实证研究。采用市场调查和归纳分析法，测算出企业平均招标成本、投标成本和项目招投标成本、招投标成本率。

Abstract: Based on the transaction cost theory, combined with the Delphi technique and the Pareto theory, this study introduces the construction project public bid cost rate model, the tenderee cost rate model and the bidder cost rate model. It takes Chongqing as a case, using market investigation and analytic induction, to measure the average bid cost, average bidder cost and the whole project bid cost.
