[摘　要]　市政基础设施投资效率取决于投资监管机制，本文研究了国内市政基础设施投资管理模式，以西安市为例，分析投资监管存在的问题，结合西安市市政基础设施投资监管实践，提出完善非经营性项目法人制度，改变监理委派机制的投资监管创新思路，以提高市政基础设施投资监管效率。

Abstract: The investment efficiency of municipal infrastructure depends on its supervision mechanism. This paper  studied the investment supervision models of municipal infrastructure in China. It analyzed the problems in the investment supervision field and proposed some ideas, such as promoting the system of holding the legal person responsible for projects and innovating supervision corporation accreditation mechanism based on a study on Xi'an city.
