[摘　要]　利用合同能源管理机制是开展既有公共建筑节能改造的有效形式，但其在运行过程中存在诸多障碍。本文论述了合同能源管理机制对既有公共建筑节能改造的可行性，分析了该机制运行中存在的阻碍因素，提出了适合既有公共建筑节能改造的合同能源管理机制运行对策。

Abstract: Using energy performance contracting is an effective form in energy conservation transformation of existing public building， but there are many obstacles in the operation. This paper discusses the feasibility of the energy performance contracting in existing public building energy conservation transformation， and analyzes the hindrance factors in the running. Then, it proposes the countermeasures suitable for energy performance contracting in the energy conservation transformation of public building.
