[摘　要]　本文总结了我国建设工程造价管理发展历程，分析了工程造价管理存在的问题以及工程造价咨询行业面临的困难。提出建立健全建设工程造价管理法律法规体系的迫切性、重要性；针对目前工程造价咨询行业存在的问题和面临的困难，提出具体解决的对策。

Abstract: This paper looks back on the course of the development of construction cost management in China, analyzes the problems existed in project cost management and the difficulties in project cost consulting service. It proposes the necessity and importance of setting up a legal system in construction project cost management, and finally it provides some concrete countermeasures.
