摘要：研究EPC模式下核电业主对监理单位的管理，可以充分发挥监理在核电工程建设中的作用，也有利于业主方合理调配自身有限的资源，实现项目管理效益的最大化。通过对国内核电项目监理模式及EPC模式下监理单位管理范围的定位分析，从EPC模式下优化业主与监理单位的管理资源、合理增加监理授权、建立并完善项目管理文件体系、及对监理单位进行考核等角度提出管控思路。

Abstract：Researching the management and control of the supervision unit by nuclear power owners under EPC mode，can give full play to the role of supervision in construction，also can advantage to the owner to allocate the limited resources reasonably，and realize the maximize function of project management. By the positioning analysis of the domestic nuclear power project management mode and supervision unit management scope under EPC mode，the paper proposes four management thoughts，such as optimizing the resources management between owners and supervision units，increasing supervision authorization reasonably，establishing and improving project management file system，assessing the supervision unit.
