摘要：结合西安地铁建设投资的实际，分析前期立项规划阶段、勘察设计阶段、施工图设计阶段对投资控制影响较大的因素，从线路资源共享、勘察设计管理、设计工作标准化、方案优化设计等方面提出地铁前期投资控制的措施，为后续地铁建设投资控制提供参考。

Abstract：Combined with the practice of investment control in the early stage of Xi’an subway construction，analyzes investment control influence factors in the early stage of the project planning stage，survey and design phase，construction design phase，and then puts forward metro prophase investment control measures from the line resource sharing，survey and design management，design work standardization，scheme design optimization，in order to provide reference for subsequent subway construction investment control.
