摘要：针对高校建设项目中普遍存在的造价管理问题，阐述工程造价管理在设计、招投标、施工、结算阶段的重要性，探讨每个阶段工程造价管理应采取的有效措施，以期提高高校建设项目工程造价管理的水平。

Abstract：Aiming at the problems of cost management in the university construction projects，the paper elaborates the importance of engineering cost management in the design，bidding，construction and settlement phase of the project. In addition，discusses the effective measures in each stage of the projects，in order to improve the level of cost management of university construction projects.
