[摘　要]　简介现阶段投标编制铁路施工组织设计的特点，并分析施组与报价及商务标的关系，把合理安排工期工序和大型临时设施的布置作为投标施工组织编制的关键点和难点。在此基础上，重点分析路外企业进入铁路市场编制施组的过程中，在观念上以及技术上存在的问题，并提出相应的建议。

Abstract: The paper introduces the railway construction organization design features at present, and analyzes the relationship between construction organization and pricing and business bidding. Arrangement of construction order and laying-out of big temporary working site are considered as the key and difficulty in construction organization design. On this basis, the paper focuses on the limitation and shortage of the enterprises related to idea and technology when they expand the railway market and set about construction organization design, and makes recommendations accordingly.
