建立租赁型住房保障制度刍议

[摘 要] 基于住房保障制度重点应该是保障“有房住”,而不是“有住房”的理论认识,提出我国应该建立租赁型住房保障制度,分析了租赁型住房保障制度的特点,并分别从住房投资、住房建设、住房运作等方面阐述了租赁型住房保障制度的建设,提出了保障租赁型住房保障制度正常运行的政策措施建议。

Abstract: The paper proposes the necessity of establishing the rental type housing security system in China based on the theory that the emphasis in housing security system should provide housing security, not promote home ownership. It analyzes the characteristics of rental type housing security system and then expatiates rental type housing security system from the aspects of housing investment, housing construction, housing operation and so on. Finally, it gives the advice of the policies and measures about how to ensure its smooth implementation.
