[摘　要]　在分析城市基础建设项目特点和施工管理基本内容的基础上，阐述了城市基础建设项目施工评价的指标体系和评价方法。评价指标包括施工组织、施工和监理招投标、成本、进度、质量和安全控制等主要方面；评价方法主要包括资料分析、专家访谈、问卷调查、比较法、成功度评价、层次分析等方法。并以东莞市环城路北环段为案例进行了阐述和验证。

Abstract: Based on the analysis of municipal infrastructure projects' characteristics and construction phase's main contents, this paper discusses about the evaluation index system and evaluation methods of construction phase evaluation. The evaluation indexes mainly contained construction organization, construction and supervision bidding, cost control, time control, quality control and safety control. The evaluation methods mainly contained literature review, expert interview, questionnaire survey, comparison method, successful degree method and AHP method. Finally, the case study of Dongguan City Round Road is given.
